Customer service
Can an AI agent handle a lender’s customers without colliding with the UNE?
Yes. The agent handles everyday questions (balance, due date, payment reference, status of a request) and, when a customer files a complaint or asks for a formal clarification, it captures it in full and routes it to the UNE with a case number. The UNE isn’t replaced: the agent hands it organized cases and helps it hit its deadlines.

What does the law say about inquiries and complaints?
Article 50 Bis of Mexico’s financial services user protection law requires every financial institution to have a specialized unit — the UNE — dedicated to handling customer inquiries and complaints. Among other rules, the unit must respond in writing within thirty business days of receipt, its head reports quarterly to CONDUSEF (Mexico’s federal financial consumer protection agency), and the customer can file an inquiry or complaint, at their choice, with the unit or with CONDUSEF.
None of that prohibits using AI agents in customer service. What it does mean is that the agent has to recognize when a conversation stops being a routine question and becomes a complaint — and treat it as one.
What does the agent resolve on its own?
The questions that fill your team’s queue today and have answers in your systems:
- Balance, next payment, payoff amount and statement date, pulled from the loan core.
- The institution’s official payment references and channels.
- Status of an application, a request or a pending document.
- Product requirements and steps for a request, using institution-approved information.
- Contact detail updates, with whatever identity checks your policy sets.
The agent works in the channel your customers already use — messaging, web, email or voice — around the clock. It introduces itself as the institution’s AI agent and never pretends to be a person.
When should it route to the UNE or to a person?
- When the customer disputes a charge, complains about a fee, a collection or how they were treated, or asks for a formal clarification.
- When the customer asks for a person.
- When there are signs of fraud, identity theft or a vulnerable situation.
- When the answer requires judgment or a policy exception.
In those cases the agent doesn’t improvise an answer. It records the complaint with its details, issues a case number, tells the customer the timeline and how to follow up, reminds them they can also go to CONDUSEF, and hands the case to the UNE with the full conversation attached.
How does the agent help the UNE stay on deadline?
Every complaint comes in with an exact timestamp, category, customer and evidence. In the Agentic Office, the UNE sees open cases, elapsed time and the ones nearing the limit. The agent can update the customer on their case and deliver the written response once the UNE issues it. The quarterly report is built from data already captured — not from a spreadsheet rebuilt at month-end.
What risks need watching in customer service?
- The agent promising what it can’t deliver: it’s limited to information from your systems and approved documents.
- A complaint getting lost as a routine question: you define with the UNE which words and situations trigger it, and review samples regularly.
- Data going to someone who isn’t the account holder: identity verification comes before any personal data.
- A customer who can’t get out of the agent: asking for a person always works.

Short answers
What is the UNE?
The UNE (Unidad Especializada) is the specialized unit that, under article 50 Bis of Mexico’s financial services user protection law, every financial institution must have to handle customer inquiries and complaints.
How fast must a complaint be answered?
Article 50 Bis requires the specialized unit to respond in writing within thirty business days of receiving it.
Can the customer go straight to CONDUSEF?
Yes. The law lets the customer file an inquiry or complaint, at their choice, with the institution’s specialized unit or with CONDUSEF. The agent must never discourage that.
